Why does Ohio State charge a non-resident surcharge?

The state requires by law that we charge a non-resident surcharge. In addition, the non-resident surcharge helps to cover a portion of the basic costs of teaching, whether in-person or online. Ohio taxpayers support instruction and university operations through their state taxes, and the university receives a subsidy for each Ohio student to help fund instruction. The non-resident surcharge helps to do the same for students from outside of Ohio. This is the standard way that tuition is structured among public universities throughout the United States.
